China Graduate Public Administration Case Competition

Founded in 2016, China Graduate Public Administration Case Competition is hosted by China Academic Degrees and Graduate Education Development Center (CDGDC) and National MPA Education Steering Committee. The case competition is one of the theme events of the China Postgraduate Innovation Contest. Each year, a university is entrusted to organize the case contest.

This competition aims to guide graduate students, especially MPA graduate students, to pay attention to practical issues in public administration in China, improving students’ ability to solve practical problems by making use of theories concerning public administration through social surveys, case writing and analysis, and on-site debate, etc. In this way will the case-based teaching be further promoted in MPA education to integrate MPA education closely with the practice of public management and the overall situation of national development.

The competition is divided into two stages: preliminary and final.

For the preliminary round, each team is required to determine the case topic within the research scope of selection, collect first-hand information through field research and other methods, and write and analyze the case to form a complete case body and an analysis report. Teams must propose feasible and innovative policies or solutions in accordance with the case situation using the relevant theories of public management. In the preliminary round, the anonymous review will be used. The judges will make an anonymous review based on the case body and analysis report submitted by teams, and select qualified teams to advance to the final.

The final consists of two parts: text review and live finals. Text evaluation takes the form of an anonymous review. The live finals are divided into two rounds:

The first round was head-to-head live competition. The two teams present their cases and analysis reports submitted in the preliminary round on the spot, and make an argument based on the question of the other party, and finally answer the questions of the judges in turn. The first-round competition score consists of the weighted sum of the text scores the live final scores. The top four teams will come out and advance to the second round of the live finals.

The second round is the final four. The teams in the second round will be required to complete the case analysis within the prescribed time based on the same case provided by the organizing committee, and conduct on-site demonstration and answer questions. The judges will score each team's case analysis and on-site performance separately, and the weighted sum of the two determines the ranking for final and respective awards.

2019 (the third organized by Sun Yat-sen University):

Champion: Sun Yat-sen University's "Quest for Truth Team" (first prize) (Supervisor: Professor Liu Junqiang)

3rd Place: Sun Yat-sen University "Luyao Team" (First Prize) (Supervisor: Associate Professor Zhang Shuwei)

Best Case:  "Dangerous Innovation-a winding poverty-alleviation path by financial aid in T county" of "Quest for Truth Team"

Outstanding Organization Award: Sun Yat-sen University

The 3rd National Graduate Public Administration Case Contest attracted 1106 teams from 178 universities. There were 27 committee members and judges in the final, and nearly 570 teachers and students participated in the competition. Four teams won the first prizes, 12 won the second prizes, 16 won the third prizes, and 68 won honorable mentions. Four contestants won the “award for most valuable member”, five teams won “Award for the Best Case”, and 10 excellent organization awards were decided.

The case competition encourages MPA graduates to focus on practical issues and devote themselves exclusively to the practice of Chinese public management. The analysis and research of cases is a small straw in the wind, through which students learn the way of public governance, develop innovative thinking into the theory and practice, and then promote the disciplinary evolution of public administration. The School of Government, Sun Yat-sen University is founded on the belief that "Creating Good Governance for the World and China", which also demonstrates the grit of achieving good public governance highlighted in the contest.
